In order to improve the efficiency of construction, the "Trial Measures" specifically proposes to encourage localities to carry out the construction and operation of microgrid projects through the PPP model. In the view of the industry, the current pressure on China's power grid is increasing, and the microgrid is conducive to improving the efficient application of distributed power supply and realizing the reliable supply of multi-line energy.

The so-called microgrid is a small distribution and distribution system that is different from the main grid. The "Trial Measures" clarified that the microgrid power supply is composed of distributed power supplies and power loads, which can adapt to the rapid development of new energy, distributed power supplies and electric vehicles, and meet diversified access and personalized needs. The internal power of the microgrid comes from distributed energy sources such as natural gas, photovoltaic and wind power. Large-scale wind power and photovoltaic power stations are built in places with sufficient scenery resources such as the northwest. When users access small-scale wind turbines, photovoltaics and other power supply equipment, they can consume the electric energy nearby, eliminating the loss of transmission in the power grid and improving the efficiency of energy use.

With the increasing peak-valley gap of power supply, the pressure on China's power grid is increasing day by day, and the use of solar power generation by new energy power plants has further aggravated the peak-valley gap between supply and demand. At this stage, the solution is to develop and improve the grass-roots power grid, that is, micro-energy network or micro-grid, through the combination of consumption and production, to solve the problem of mutual transformation of electric energy and other energy, but also solve the problem.

The microgrid power supply should be based on local renewable energy power generation, or the power generation type with the goal of comprehensive utilization of energy such as natural gas multi-supply, and encourage the use of new clean technologies such as fuel cells. Among them, the installed capacity of renewable energy accounts for more than 50%, or the comprehensive energy utilization efficiency of natural gas multi-supply system is more than 70%. The integrated operation of microgrid source-network-Dutch has a unified operating body, and the Trial Measures encourage local governments and social capital cooperation (PPP) to carry out the construction and operation of microgrid projects by franchising and other means. In addition, power grid enterprises may also participate in the construction of new and modified (expanded) microgrids, investment and operation of independent accounting, shall not be included in the permitted costs.

In the process of microgrid construction, the assembly of sensors, distributed energy and energy storage equipment requires a lot of money. If private capital can be attracted through PPP mode, the construction efficiency will be effectively improved. China's existing microgrid projects have basically completed functional complementarity, but there is a slight lack of demand-side interaction. One of the core characteristics of microgrid is to realize the nearby consumption of electricity. However, according to China's current transmission and distribution mode, all electricity needs to be uniformly distributed to users through power grid companies, which pushes up the price of electricity and reduces the efficiency of electricity consumption, which is a link in urgent need of reform.

In the future, the more difficult part of the microgrid work planning is to explore the microgrid transaction mode, that is, to explore the distributed new energy microgrid in combination with the requirements of the power system, to turn the microgrid into a market entity with independent power sales rights, to supply power to all users in the microgrid, to use the new energy microgrid as the carrier as the independent power sales entity, to carry out direct photovoltaic power supply or to interact with nearby new energy projects.
